Please consider sending two emails to each board member. One with identifying information for this specific application and a second non-specific email about sand mine issue in general. The reason for the two emails is the because the BOCC will not look at the application specific email until the day of the hearing. The non specific email can still address your concerns but not this specific application.
First email/letter

Please be sure to state the full development code you are addressing with all the letters and numbers. CPA/AA/PUD-2025-00001
Also be sure to include a clear statement like "Please vote NO on the proposed Land Change" and give a fact based reasons that are important to you and provide sources as able.
Second email/letter

Just copy your first email/letter however we would then like you to remove any specific references to this particular sand mine. Do not use the development code. Please just adjust your wording so that is does not specifically address this particular site, application or project. For example the board can then still hear how important it is that sand mining in the wrong location could have a very bad outcome on groundwater, the springs and the aquifer. They can also hear we feel the BOCC must follow established Citrus County Policies like 17.13.4 for any sand mining in Citrus County as it states, “Resource extraction which will result in an adverse effect on environmentally sensitive areas which cannot be restored shall be prohibited.” Please just remove the specific statements about the current application made in your first email.
